On November 24, 1989, the Commissioner of the Baltimore City Police Department terminated the employment of Irma D. Reed as a police officer, acting on the recommendation of a trial board convened in accordance with the departments administrative disciplinary process. Officer Reed appealed her dismissal to the Circuit Court for Baltimore City, claiming that the trial board based its decision on a finding of misconduct by her with which she had not been charged. When the circuit court affirmed the Commissioners action, Officer Reed appealed to the Court of Special Appeals. We issued a writ of certiorari on our own motion prior to the case being heard by the intermediate appellate court.
